President Obama condemned a measure in Uganda that criminalizes gay men by proclaiming that the existence of such legalized homophobia will harm relations with the Untied States.  “As we have conveyed to President Museveni, enacting this legislation will complicate our valued relationship with Uganda,” Mr. Obama said in his statement in response to Museveni’s declaration that he would most likely sign the bill into law. The bill, Mr. Obama added, “will be more than an affront and a danger to the gay community in Uganda” and that “It will be a step backward for all Ugandans and reflect poorly on Uganda’s commitment to protecting the human rights of its people,” the president said. Security Adviser Susan E. Rice said that Obama spoke to Museveni “at length” on Saturday evening.
