Malta, a country without same-sex marriage, has been ranked #1 for LGBTI rights in Europe. The International Lesbian-Gay Association placed the island nation above the UK, Belgium, and Sweden. According to the table (after the jump), Malta grants LGBTI people 89% of their total rights. As of 2013, the Maltese government has introduced civil unions and gender quantifying laws that shot them to the top of the list.

At the bottom of the list is Azerbaijan (5%), followed closely by Russia (8.35%), and Turkey (8.9%).
